Looking at the current PPDB phenomenon, Guntur Singaraja Radio’s special chat program raised an interesting theme, namely “PPDB Between Zoning and Prestige” on Thursday, June 25, 2020. The event, which was broadcast live on channel 104.6 FM, highlighted the booming enrollment in schools that are considered superior. until the rise of KK (family card) custody. It appears that there were 6 speakers present, one of whom was an Undiksha academic represented by Dr. I Wayan Widiana, S.Pd., M.Pd.
This lecturer at the Faculty of Education said that for the past 3 years, the objectives of PPDB with a zoning system have not been able to be realized by the Buleleng Regional Government. “If you look at the phenomenon that has occurred in the last 3 years, people are still flocking to look for superior schools in Buleleng even though this zoning route has been implemented since 2018. If the regional government can realize the goals of zoning, the prestige should no longer exist because the goal of zoning is equality. quality of education,” he said.
He also revealed that the government had not carried out outreach regarding equal distribution of infrastructure and equal distribution of teacher quality. According to him, this zoning system is not just an equal distribution of students. Seeing the important role of the government, Widiana conveyed her suggestion, to equalize the quality of teachers, this could be done by giving treatment-treatment more to teachers as is done by SMP N 1 Singaraja which collaborates with Undiksha treatment to his teachers.
Based on Minister of Education and Culture Regulation No. 44 of 2018 which regulates PPDB, there are 4 designated routes, including the zoning route, the affirmation route, the achievement route, and the parent transfer route. Head of Disdikpora Made Astika, S.Pd., MM in Buleleng the percentage has been determined, namely 50% zoning, 30% achievement, 15% affirmation, and 5% parental transfer, especially for junior high schools, while for PAUD and SD the percentage is 75% zoning, affirmation 20% and parental transfer 5%. Undiksha academics assess that Disdikpora has not submitted the results of the study regarding the determination of this percentage because without the study they cannot carry out a proper analysis so they are worried that this percentage will not be applied appropriately in the field. “If the percentage is determined haphazardly, it could cause problems in the field, for example, determining the percentage of one junior high school, approximately how many elementary schools there are in the surrounding area, what the economic capacity around the elementary school so that we can determine, if in Buleleng the economic capacity is weak, that means “The affirmation is bigger, but if the economic capacity is evenly distributed, the zoning will be bigger,” said Widiana.
Apart from that, Undiksha also has an important role in improving the quality of students and teachers. The quality of students is not only academic but also their interests and talents are also necessary. Through community service which has been carried out independently by lecturers, Undiksha has answered this challenge. When asked whether Undiksha was able to produce quality teachers, this PGSD lecturer answered that the education provided by Undiksha was certainly very good but apart from Undiksha, after entering the field they needed to improve the knowledge they had by seeking new knowledge.
At the end of the session, Widiana hoped that the regional government would remain consistent with the Singaraja Education City discourse. As well as preparing a clearer concept so that Singaraja City of Education remains a characteristic of Buleleng Regency.
